Street Representative Meeting January 13, 2020
Mary Ellen Parrott called the meeting to order at 10:00

Minutes from December were approved.
Announcements: The city of Mesa has changed guidelines for recycling. They only want corrugated cardboard not the cereal box type.
Beer and pop tabs are still being collected at site 535 for McDonalds.
We encourage all residents to sign up for the blog in the Activity Office by giving your email address. No email addresses will be shared. This is an excellent way to stay informed of events in the park.
If there are a number of cars parking on any street during the day, please have the cars all parking on the same side of the street. This is a safety issue as the streets are too narrow for emergency vehicles to get through if needed.
Resident Concerns:
Non-emergency calls. If there is an incident that does not require medical assistance, there is a Lift Assist phone number to call. That number is: 480-644-2400.
Street Representative forms are available as are resident concern forms.
Bottled water at the bar and grill is sold at cost
Patio hours are not set by Mesa Regal and Gloria is working with the Cactus Grill to have those hours published.
Do not give the door lock codes to people without knowing that they are residents. It is important to wear name badges.
Paul Mayo- The bulletin boards in the main laundry are for residents who want to sell something. The notice has to be approved by the activities office and placed by them. It is not allowed to simply tape them on the glass doors or place them on the activities board.
Dumpster etiquette- It is becoming an issue on Monday to get to the dumpster to move it. An empty one is put in on Friday. Rather than just throw unwanted material into the area, it would be good to wait until Monday when the gate is open. Please do not just throw stuff on the ground as that has to be picked up on Monday before anything else gets done.
Patio Sound system—Do not pull wires out of the speakers in an attempt to hear a football game or anything else on TV. It could ruin the speakers.
Propane tanks at the patio—People complain about the heaters not running but 15 propane tanks have been stolen. We have painted Mesa Regal on them and they are still taken. We are going to look for ways to secure them.
Do not put the chairs for spectators at the Bocce Ball courts onto the courts. It can damage the courts. Also there is no smoking allowed in the various sports areas.
Gloria:
Visitor policy. Family and guests of Mesa Regal residents are welcome at Mesa Regal. It is asked that they are registered at the activities office and that they wear the visitor name badge. This policy is in place at all Cal-Am parks and it is aimed at preventing people who are not residents or who might have been residents at one time from using the facilities or attending the happy hour activities. This could prevent residents from having an opportunity to use the facilities. Non-residents who are not guests will be escorted off the property. This protects our residents from possible loss of the ability to use what they are paying to use.
Parking- People who have disregarded the signs and continue to park overnight in the parking lots will have their vehicle towed. Mesa Regal will continue to address issues as they arise.
Electrical- 50% of the outage issues can be prevented as they are not a Mesa Regal issue. There are things that each park model owner or RV owner can do to prevent outages.
Be sure that airflow around the filter areas is not restricted. And filters need to be changed.
Check thermostat batteries as they can also fail.
Unplug generators when not in use.
Door to door solicitors-Be sure to let the office know when someone is knocking on your door.
Washing of car ports- Please limit washing and when you do wash your car port, clean up the debris at the end of the car port. Do not simply leave it in the street.
Speed limit—the speed limit is 10 MPH. Please be responsible and watch your speed. This applies to cars, golf carts and even bicycles. Also, when walking in a group, please be aware of vehicle traffic and do not block the road.
Non-park model rates will be published soon and people are encouraged to reserve spots for next season.
Old business: Empty coffee mugs are allowed on Thursday morning coffee only. You can bring your favorite mug and fill it with the coffee in the hall.
Water bottles are not allowed on bingo night. Coolers, etc are not allowed on the patio.
Dog owners need to be responsible and not allow their dogs to urinate or defecate on any property other than the dog park.
22nd street gets crowded with the delivery trucks, trailers, etc. Gloria will work with Lance to reduce the congestion.

Carey Hoepner has volunteered. There were no nominations from the floor. A motion to approve Carey was made by Thelma and seconded by Opal. Motion carried.
Announcements: The city of Mesa has changed guidelines for recycling. They only want corrugated cardboard not the cereal box type. A question was asked about replacing the smaller black bins. It is the responsibility of the city of Mesa not Mesa Regal.

Resident concerns: There is new furniture at the West End Pool and more to come. The boxes in the laundry room that raised a concern last month have been moved. This will resolve the concern of too many high stools.
The sewer by the Fry’s gate has a strong odor. Paul has said that in the past, there was an attempt to plug the drain but it created a flooding issue. He will continue to pursue options.
Resident concern forms are available and need to be given to a board member before the first Monday of the month. Street Rep forms are also available for anyone desiring to be a street rep.
It is important to maintain neighborhood awareness. Report questionable people who do not seem to be residents of Mesa Regal.

Paul Mayo- There have been comments made about misspelling on some signs. That was the mistake of the sign company and will be remedied. However, everyone should know what the intent of the signs are. There is no overnight parking at the west end parking lots or the main complex. If you have a guest, that guest can get an overnight pass for one (1) night only. If you need more, you and your guest will have to make arrangements. The courtesy patrol will be checking in the 11 PM to 7 AM time period for cars parking in the lots. The procedure will be for a white notice to be placed. If there is no change or a repeated action, there will be a red tag signifying that the vehicle will be towed at the owner’s expense. Mesa Regal has a shuttle that will be used for special events to help with parking issues.

Bottle water, glasses, thermoses, etc. cannot be brought into the patio area. There will be water jugs and plastic glasses placed around the patio area for drinking. The county has been visiting resorts that have bars and looking for alcohol being brought in to a bar area. The fine for this can be as high as $2,000.00. The fine is not for the bar but the patron. The entire patio to include Regal Hall is considered bar area. Royal Hall is not. There are signs at the gates saying no alcohol past this point. This applies 24 hours a day.
There were some concerns about the temperature in Regal Hall for the concert. Some felt it was too cool. It might be prudent to bring a light sweater or jacket to events.
The question was asked about water being pumped out of the courts after a heavy rain and where does that water go. It is pumped into the city system.
The question was asked about pool usage. There are scheduled events for the pools and lap swimming or walking is to work around them. Everyone should know when there is an event scheduled by looking at the Messenger.
The color printer issue has been resolved to a degree. There is a sheet in the computer room to report an issue.

Announcements: Larry Malone will not be returning due to health reasons. His board

Street light reporting-call into the office when you see a street light not working. The location
is entered on a spread sheet and slated for repair. The courtesy patrol checks every Friday.
There is no fax service available in the office due to a change in phone system.
New doors have code boxes on them. This is to ensure that facilities are only used by Mesa
Regal residents.
Paul Mayo- Large bushes need to be trimmed. They are not to encroach into the streets.
Plants are not to be planted in the ground on the sides or backs of your site.
GloriaWest End Parking- There is not to be any overnight parking in the lots. If you have a
guest staying with you, they are to come to the office and get a permit for ONE (1) night only.
Owners will be notified one time that the vehicle is not to be parked there. The second time a
red sticker will be attached and the owner will have 24-48 hours to move it or it will be towed
at the owner’s expense. This also applies to the East End as well.
Do not park in empty sites or where new homes are for sale. The question was asked about
holiday guests staying more than one night. It was suggested that there are many people
that go home for the holidays and there might be a site available for parking at that time.
There is no overnight parking in the street at any time.
Color Printer in the computer room. We have a technician coming on Wednesday the 13th to
work on it.
We have a new maintenance supervisor and he is in the learning process.
The park is starting to remove trees that are dying.
We have a new street light maintenance supervisor and this will help in maintaining the lights.
The main light at the entrance is going to be replaced with LED lights.
There will be a shuttle available to help with the parking issues. The timing and route will be
published later. The primary use will be for concerts and country store.
The question was asked about WiFi. There is good WiFi at the patio area. Many people have
gotten their own internet solution.

Resident Concerns:It is confirmed that it is okay to park golf carts in front of the rolle bolle courts but not cars.
The thermostats in Regal and Royal halls are set and should not be tampered with by anyone except staff.
Gloria will look into replacing mats in the golf practice area.
Pets are not allowed in the grill area.
Paul Mayo: About done with inspections. The park looks better than it did before inspections began. It is not permissible to live in the car port area and park your vehicle in the west end parking lot. Letters are being sent.
Gloria: Please note that Paul’s letters are a friendly reminder and need to be addressed. Next season it will be addressed by Management.
Guidelines on Line? This will not happen. Residents are encouraged to sign up for the blog/newsletters and attend Thursday coffee time.
Street sweeper issues: Gloria has contracted with an outside source to come in and clean the entire resort. This company has been used before.
Security Cameras: Gloria will be meeting with a representative from the Mesa Police Department to discuss the use and settings of cameras. This person has been invited to come to the Thursday coffee time to discuss the issue of theft with residents. It has been tentatively scheduled for the 21st of March. We are reminded that expensive bikes are always a target and need to be out of sight if possible.
Main gate coverage needs more consistency: The park will be using roving patrols in order to provide relief and better coverage.
Gloria thanked the street reps and the board for their time and commitment to the park.
Questions from the floor: Some street lights have been out for an extended period of time. Mentioned were lights on 12 South and 13 Central.
Speed limit signs: They were removed in October and speed is an issue. The directive to remove them was from corporate. Will be reviewed along with stop sign locations.
Saving tables and chairs in the pool and grill areas is not allowed. If one table is to be saved, one person has to be at that table. It is NOT OKAY to pull tables together and save them for later. It has to be on a 1st come, 1st served basis. Please do not move multiple chairs to a table. This leaves some tables vacant and can clog an area that might need to be accessed by emergency personnel. There will be a box available for towels that have been left on chairs for an extended period of time. It was asked if a resident could be proactive in removing towels that have been left on chairs. It was said that yes, could be but not to be confrontational. If an issue arises, please report to the office.
Still seeing people bringing their own drinks and/or food to the grill. No Water, No Alcohol, No food or snacks. It would be the same as taking your own things to a restaurant. It is also a violation of Arizona law. The person bringing in the food or drink is the person that will be fined. The West end pool is not under the same law.
Seal coating of streets will be done this summer as well as attention paid to streets that have deterioration issues.
The house at 10th and St. John will be removed and replaced with a new park model.

Post office parking spots are for 5 minute mail pick-up only. This is at all times.
Election of board members in March. The terms of Linda Searles, Gary Fisher and Joyce Young are up. They all have agreed to serve but nominations from the floor are accepted.
Resident Concerns:
Speed in the park. The speed limit is 10 MPH throughout the park. Please be mindful.
Light outside Regal Hall by the salon. The park is looking into this and will have to be addressed in the summer.
Stencil designating golf cart parking spaces. This is being addressed by the park.
Saving of tables and chairs on the patio. The saving of chairs and tables is not allowed. There needs to be someone at the table. Putting towels to save is not allowed. They will be removed if they remain for a long period of time.
Parking on 7th and St. John by the sales office. This has been addressed and should not be a problem in the future.
Resident concern forms are available and need to be turned into a board member before the monthly board meeting which takes place on the first Monday of the month. Street Representative forms are also available for those wishing to be a street rep or to amend information.
Paul Mayo: Paul will be taking pictures of sites that are in violation and will be sending those with a letter requiring corrective action. When people set up their car port as a living area, it is a factor in creating the issue in the west parking lot.
After the Patio Sales week-end, remaining items need to be brought back in or dealt with. They are not to be left on the patio.
Gloria: Reinforced the speed limit. There have been two incidents of vehicle damage and physical injuries as well.
Reinforced the no saving of tables. The question was asked if a person needs to be eating or drinking while sitting at a table. The answer was not necessarily.
Pet signs are up on the West end. A reminder that there are designated areas for pets.
Food and alcohol at concerts. Both items are to be purchased from the grill. People are asked to be courteous at concerts and not prevent others from enjoying the concert.
Power outages: Certain areas of the park have had numerous outages. This is being caused by circuit breakers going off and needing to be reset. The most critical time period is between 5 and 7 AM when people are starting the day. The unusually cold mornings also create more power usage. In order to fix the issue, the park would have to be shut down for an undetermined amount of time. The frustration is understood.
AirBnb and VRBO policy
Cal-AM has a corporate policy prohibiting the use of short-term rentals. Sub-leasing is allowed as long as the renters meet the requirements of the park and register with the office. There will be one person designated to follow activity on the web sites.
Quiet Time: The Quiet Time in the park begins at 10:00 PM as stated in the guidelines. Not only can this be a park violation but is also enforceable by the Mesa Police Department.
Garbage container on south side of Royal Hall will be placed.
No food or alcohol on bocce ball courts, water bottles only. This prevents the courts from being damaged. Broken glass could be an issue as people walk on the courts.
West End parking continues to be an issue. Gloria asked if anyone wanted to volunteer to help monitor. There was a volunteer who will meet with Gloria to develop a plan.
Light snacks are allowed at Bingo but meal-type food and alcohol has to come from the grill.
Representative comments:
There was a thank you expressed for the added security at the two other gates.
Tipping of chairs to save seats at coffee and donut time presents an issue of safety. There have been two people slightly injured by chair legs. It is suggested that people do not do this.

Jodi has been given a list of requested items to be included in the gift shop.
The restrooms across from the office are overwhelmed on the days that they have clothing sales on the patio area. They are being used as changing rooms. Perhaps the vendors could set up temporary rooms in Regal Hall.
Resident concern forms are available and need to be submitted to board members before the next board meeting on February 4th.
Street Representative forms are available for those wanting to be Street Reps or those needing to update information.
Paul Mayo:
Only two dogs are allowed on each site.
Bicycles and golf carts are required to observe stop signs.
The trash dumpster needs to be respected for what it is. Residents are to use their own trash bins for garbage and not dump their garbage in the dumpster. If you are having work done on your place the contractor is to haul the stuff away not dump it in the dumpster. Be courteous and respectful. The question was raised about trash bins that are broken. Call the office for replacement. The truck compresses the garbage and leaves residue behind. The office will make the city of Mesa aware of the issue.
Gloria:
Gloria brought Lance in as a speaker. He is food and beverage director for Cal-Am. He read from Arizona State Law; A.R. S. 4-244(39). It is illegal to bring food and drink into a licensed area. The licensed area at Mesa Regal includes the entire East Patio Area that is fenced in and Regal Hall. It does not include Royal Hall and the West End Pool area. Breaking this law will result in a fine to the person breaking it. If Cal-AM knowingly allows food and drink into the area, that could result in a fine to Cal-Am. This includes water which the Cactus Grill is now providing free. This also includes food items. We love the Cactus Grill and the environment we have created and I know no one wants to see that go away, so please help us make sure we abide by state laws. If you have any questions, please feel free to ask Gloria or myself (Lance.) While we may not have the answer at that moment, we will get back to you as soon as we can. Gloria added that licensing agents are following up on these rules. We all need to understand and comply. Gloria is checking with legal concerning the liability of all those at a table where personal alcohol is being consumed. The question is whether all at that table would be under penalty of fine or just the person breaking the law. The bar staff/servers should be made aware of the situation if someone has personal alcohol. Gloria is also mandated to address the issue if she is aware of it. At other Cal-Am parks the following procedure has been put in place- 1st offense asked to leave the area, 2nd offense banned for a week, 3rd offense banned for a month. This is a serious concern. A question about price increases was asked. Gloria re-stated that this is a concern of Cactus Grill.
Box office area: There is a concern about standing in the sun when waiting in line for purchases at the box office. At this point it is status quo as there is not much room for RV’s to get by. There is a possibility of a temporary change.
The out-bound University gate will be closed on the 16th for work. It is not known how long this will take to complete.
West end parking: The office needs help with this issue. The parking lot is not meant for people to store a second vehicle or to use instead or parking in the car port. This is stated in the Rules and Regulations. Cannot live in the car port and store a car in the west end. The bull pen area is not available as there are 100 new homes being brought in for sale.
Be courteous and respectful of other residents and Mesa Regal employees. There have been two evictions as a result of bad behavior.
Airbnb and VRBO:
Page 12 in the Rules and Regulations prohibits the use of property as a temporary rental business. Renting of park models is allowed when in compliance of the rules. Cal-Am will be monitoring Airbnb and VRBO usage. Visitors are allowed but must register at the office. Wearing of badges is the key to recognizing legitimate residents. We are a 55+ community but, by law, 20% of the sites can be used by younger people 35 years or older. The Maricopa County Assessor gets a monthly report concerning this issue. When you rent your park model, that renter has the privilege of using the facility but not the person renting the park model.
Dogs at the West End Parking:
This is not to be used as a bathroom for dogs. There will be signs placed advising pet owners of this.
$20 charge on Electric.
This is not a charge by SRP and the money does not go to SRP or Mesa Regal. It goes to a fund controlled by Cal-Am to address infrastructure issues concerning electric. If a meter needs to be replace, as an example, it is done by Cal-Am free of charge. There is not a disconnect or reconnect charge like there would be if SRP were doing it.
4 Sided inspections:
Gloria took Mark around to observe. The concern is not when car ports or patios are used as a gathering place for happy hours or street events. The concern is having indoor furniture and appliances outside. Only homes that need work will be dealt with and they will be notified before the season is over. There was a question about what follow-up and the time frame involved.
New business:
There was a question about the two pet limit. This policy is fairly new and longer residents are grandfathered in at this point. However, when and if they sell, the new owners are under the new policy.
Question about dead grapefruit trees. There are 20 trees on order. Eventually all the trees will need to be replaced due to the age of the trees in the park.
